State Tuition Program Information, Guidelines and Process

INFORMATION: The Delaware National Guard State Tuition Reimbursement Program is open to all participating members of the Delaware National Guard. The program is a Reimbursement Program for primarily Fall and Spring semesters. The possibility for reimbursement for the Winter and Summer semesters will be honored if funding permits. All reimbursements will be based on a maximum allowable fair percentage, which ties directly to the dollars appropriated and to the number of applications received. All members should review and be familiar with the DNG PAM 600-3, which is the State Tuition Education Assistance Program Policy.

STATE TUITION GUIDELINES :

  • This education assistance program is subject to the limits of the total funding appropriated by the legislature and approved by the Governor for that purpose.
  • Students are limited to only one degree at each level of study (associate’s degree, bachelor’s degree, or certificate program). If a student has a bachelor’s degree he or she will be ineligible for the program.
  • Education assistance may be used at a post-secondary college financially supported by the State or located in the State of Delaware.
  • Each student must first apply for and use all other reasonable available education assistance programs such as scholarships, grants, and civilian employer education programs.
  • If a student is attending a State supported institution (University of Delaware, Delaware State University, or Delaware Technical Community College), tuition only shall be reimbursed based on the maximum allowable fair percentage formula. The computed reimbursement amount can be up to the full amount expended, not to exceed the In-State Resident tuition rate.
  • Any student attending a Delaware private college, the amount of the reimbursement benefit may be equal to the average tuition of the State supported institutions determined by the Department of Higher Education yearly.
  • Keep in mind that books and fees are not covered under this program. Students should utilize their GI Bill benefits or Drill paychecks to offset these costs.
  • The student is ultimately responsible for the entire application and reimbursement process. The unit is not responsible for submitting or forwarding students applications. Failure to meet application and reimbursement deadlines will result in ineligibility and/or forfeiture of reserved tuition funds. Late applications or filed reimbursements will be returned to the member without action.
  • Another requirement which must be met in order to be eligible for the program is the member must be attending drills regularly, keep in good standing with their unit as far as physical fitness and weight standards and any other adverse action.

 

PAPERWORK PROCESS :

  1. Apply using DNG Form 600-1 Application and Contract signed by the Unit.
  2. Mail Application to the appropriate address listed on the back of the DNG Form 600-1.
  3. File DNG Form 600-4 Reimbursement Form (Once official grades or transcripts / college billing invoice has been obtained) attached required documents and mail form to the appropriate address on the back of the DNG Form 600-4.
  4. Member should receive a reimbursement check (Mailed to member’s address listed on the reimbursement form) within 30 days upon receipt of their reimbursement form.
