Sgt. 1st Class Becky S. Evans celebrated her retirement at Crabber’s cove in Dewey Beach after 24 years of service. With many of her friends and family gathered to wish her well, she received many fine gifts and was awarded the Order of the Griffin, and the Meritorious Service Medal.

Her husband Lt. Col. Dallas Wingate also received a gift and a spouse certificate for all his support, which begins a new tradition.

Evans has been an integral part of the Region B ATRRS community since the reorganization of the former State Academies to the TASS Regional Training Institutes.  She has hosted many conferences for the Training Arbitration Panel that ensured tens of thousands of soldiers in Region B had school seats to attend over the years.

Her extensive knowledge of how the schools operated was reflected in the input she provided for changes to the ATRRS system. Evans attended many regional and national conferences where she was recognized as a go-to person for answers and input for critical issues pertaining to ATRRS as well as NCOES and OCS.

As the Regimental QA/QC NCOIC, SFC Evans’ exceptional knowledge and expertise were keys to the successful accreditation of the 193rd Regiment (Regional Training Institute) NCO Academy in 1999 and 2002. The United States Sergeants Major Academy personally recognized her for her dedication and esprit-de-corps.

She was also instrumental to the successful accreditation of the 1st Battalion (OCS), 70th Regiment in 1999 with zero deficiencies, setting the standard for inspections within the nation. In 2002, she once again repeated her outstanding performance with ensuring the DEARNG OCS Company and the Region B OCS Battalion passed the USAIS accreditation with zero deficiencies. She spent several days of her own time preparing for Region B OCS Consolidated Phase I 2002 annual training, where she served in the Regimental AQ/QC cell. Her wisdom and astute awareness of all aspects of the OCS program ensured all officer candidate packets were maintained at a high standard. She was personally responsible for retaining many officer candidates in the OCS program through her insightful mentorship.

Her devotion to the DEARNG and to the total Army concept is evident by her actions. She is the ideal interface with the civilian community and the military community and exemplifies the highest standards of military leadership. Evans’ distinguished performance of duty has represented the highest level of service in the most cherished traditions of the military service and reflects great credit upon herself, the Noncommissioned Officer Corps, the Delaware Army National Guard, and the United States Army.
