First African-American female signal line commander promoted

Maj. Valentine Miller is promoted to the rank of major. Her husband and Brig. Gen. Ronald B. Stewart assisted with the ceremony.

Following the change of command ceremony at Company A, 280th Signal Battalion, outgoing commander Valentine Miller was promoted to the rank of major. Brig. Gen. Ronald B. Stewart and Miller’s husband assisted in the promotion ceremony. With a highly successful command behind her, Maj. Miller is recognized as the third female line commander, and the first African-American female line commander in the signal community of the Delaware National Guard.

"Major Miller is a key player on our National Guard Team," said Col. Terry Greenwell, Deputy Commander, 261st Signal Brigade. She continues to excel in positions of greater responsibility and has proven leadership skills as evidenced in her successful completion of two tours as a commander (Det1 and Company A). She’s a wonderful role model for our younger officers and candidates to follow.’

Miller enlisted in the Delaware National Guard in December 1984 as a clerk typist in the 945th Maintenance Company. She served seven years at that unit, the, enrolled in the state OCS program in 1991. After receiving her commission as a signal officer in June 1991, she began her career as an officer in the 280th Signal Battalion. As a lieutenant she held the following positions: Signal Officer & Radio Officer, HHC, 280th Signal Battalion; Cable Platoon Leader, Company A, 280th Signal Battalion; and, Commander, Det1, HHC, 280th Signal Battalion. Upon her promotion to captain in February 1998, she served as the S-1, HHD, 198th Signal Battalion; Systems Engineer, S-3, 280th Signal Battalion; S-1, HQ, 280th Signal Battalion; and most recently, Commander, Company A, 280th Signal Battalion. Her first assignment as a major will be as the Plans Officer at the 261st Signal Brigade.

Miller has completed the following military education courses: Signal Corps Officer Basic & Advanced Courses (SOBC & SOAC), Pre-command Course (company level), and Combined Arms Service Support School (CAS3). Additionally, in May 2000, she completed her Masters in Human Resources Management at Wilmington College.

Miller works full-time with the Delaware National Guard, currently assigned at the 261st Signal Brigade. She lives in Lincoln, Delaware, with her husband and five children.
