The honorable Gov. Ruth Ann Minner addressed ARNG and ANG Officers and Senior NCOs at the 2nd annual Senior Leaders Conference on February 10. Minner showed her support for the men and women in uniform, as she shared her story as the wife of a former Delaware Guardsman, Frank Ingram, now deceased. After offering words of encouragement to Delaware soldiers and airmen, the new commander-in-chief was presented personalized military garb by Maj. Gen. Francis D. Vavala, Adjutant General, on behalf of the Delaware Guard. The event was hosted by Maj. Gen. Vavala, and brought together ARNG and ANG Officers and Senior NCOs. The conference was geard toward presentations from top leaders and toward strategic planning and topical discussions by the state's senior leaders. A second keynote speaker, Maj. Gen. Raymond Rees, Vice Chief, National Guard Bureau, addressed issues specific to the National Guard and its role in short term and long term missions. A question and answer session allowed commanders to voice concerns and discuss topics of interest. In addition, " Excellence Streamers" were awarded to the top Air and top Army National Guard units for outstanding performance last year. The second half of the conference allowed senior leaders to break out into discussion workshops and to learn ways to apply the learning and new initiatives presented earlier.
