Delaware National Guard Smith awarded ARCOM; Three promoted to SPC By Maj. Jane Zak, 198th Signal Battalion Smith awarded ARCOM: CW4 David Smith, Property Book Officer for the 198th Signal Battalion, was awarded the Army Commendation Medal for meritorious service while assigned as the Supply Service Warrant Officer of the 72nd Troop Command. Promotions: Mary Bevilacqua, Ernest Washington and Phillip Guest were promoted to the rank of specialist. CW4 Smith receives his Army Commendation Medal (ARCOM) from  Lt. Col. David Passwaters, 198th Signal Battalion Commander.  Spc. Mary Bevilacqua and Spc. Ernest Washington return a salute after being promoted.
